The IT Department is comprised of three divisions: Information Technology, Cable TV, and Graphic/Reprographics. The Systems Integration classification falls under Information Technology Division which oversees IT Administration, Network & Communications, Client Support, Software Solutions and Data Center functions.
What We Are Looking For
The Information Technology (IT) Department is looking for an experienced Geographic Information Systems (GIS) Integrator. This position develops, designs, implements and maintains GIS systems and databases for the City. This position is also expected to install, maintain and troubleshoot relevant system software and programs. This classification also creates and updates GIS layers, datasets, and related metadata. GIS Integrators assist the department with developing standards and business processes for the collection, acquisition and maintenance of data. This role is expected to exercise sound judgement when making technical recommendations and remain flexible when reprioritizing tasks based on operational impact. The ideal candidate would have strong relationship building skills, project management experience, dedication, and be able to effectively explain technical solutions in laymen terms to customers at all levels. They would also have experience with compliance with established legal and operational requirements This position reports to the GIS Coordinator.
Selection Process

MAJOR DUTIES
A person in this role: Designs, develops and maintains applications and databases utilizing integrated Geographic Information System (GIS) technology. Performs spatial data management, analysis and editing in support of departmental operations and projects. Implements and coordinates GIS related projects and geospatial services in support of the enterprise.
-Develops, designs, implements and maintains GIS systems and databases. -Installs, maintains and troubleshoots relevant system software and programs.
-Develops standards and business processes for the collection, acquisition and maintenance of data. Ensures that data are accurate, complete and in compliance with established legal and operational requirements.
-Creates and updates GIS layers, datasets, and related metadata.
-Edits all asset-GIS-data and administers GIS interfaces for third-party business applications, e.g. Infor/ Hansen.
-Confers with user department personnel to assess operational needs; recommends, develops, implements and manages GIS projects for assigned departments.
-Interprets, explains, trains and provides technical guidance to user departments. Learns and maintains knowledge of operational environment, relevant methods, and procedure of assigned departments.
-Develops GIS user applications utilizing ESRI's suite of products and related development tools.
-Performs spatial data analysis, modeling, map production, and reporting.
-Provides technical support and training; assists users to enter, retrieve and manipulate data effectively; reviews and resolves conflicts in assigned application; monitors program activities to maintain optimum performance.
-Troubleshoots problems and makes corrections. Provides information and respond to inquiries, problems and users concerns.
-Conducts appropriate data conversion and application integration.
-Creates and maintains data organization, documentation, training materials and application user manuals and related records.
-Keeps abreast of changes and innovations in the field; researches and recommends application upgrades, enhancements and changes to keep current and meet user needs.
-Conducts research, analyzes data, and prepares recommendations; participates in meetings; leads project work-groups; monitors the work of consultants as assigned.
-Ensures that data and applications meet the City's enterprise GIS requirements for accuracy, referential integrity, security, availability, currency, duplication and ownership.
-Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Education, Training and Experience:
Bachelor's degree in Geography/Geographic Information Systems, Computer Science, Computer Information Systems, Civil Engineering, Planning or closely related field. An advance degree is highly desirable.
Three years of recent experience performing design, implementation and maintenance of GIS databases and applications.
Experience with business processes and applications for public works and capital assets or related fields are highly preferred.
Licenses and Certifications:
Possession of a valid California driver's license.
Geographic Information System Professional (GISP) Certification is desirable.
KNOWLEDGE, SKILLS & ABILITIES

-Principles and practices of computer programming logic related to GIS database management system, design, GPS, plotters, network, web, mobile, and integrated software platforms.
