What you will get to do:
Plans, organizes, manages, and administers GIS operations and functions; monitors and manages GIS service infrastructure and performance; develops and implements program and strategic planning; implements and assists in the development of program policies, procedures, and business practices; evaluates goals, objectives, priorities, and activities to improve performance and outcomes; recommends and establishes administrative controls and improvements; develops procedures to implement new and/or changing regulatory requirements.
Establishes integration standards with third party software and manages implementation.
Provides day-to-day supervision of the GIS team which is comprised of GIS Analysts and Technicians
Plans, prioritizes, assigns, supervises, and reviews the work of a diverse workforce; develops and revises work processes; establishes work schedules; provides and/or coordinates staff training; manages performance and works with staff to correct deficiencies; monitors work performed to meet agreed upon goals and objectives.
Develops methodology, plans, policies, and procedures for analyzing and interpreting geospatial data and to ensure validity, applicability, efficiency, and accuracy; performs data analysis and predictive analytics, interprets data, develops visual diagrams, assesses courses of action, develops recommendations, and prepares reports; presents data and information to the City Manager, City Council, and others to inform policy decisions.
Coordinates and implements Citywide information initiatives; collaborates with staff to determine GIS data needs, analytical methods, and tools; reviews project requests, allocates resources, and provides oversight to maintain efficiency, data integrity, and effective communication; oversees completion of project deliverables; ensures quality of work products; provides expert-level GIS analysis and resource development; advises on escalated issues, tracks and communicates progress, and prepares reports and other project documentation.
Develops, administers, and monitors the program budget; develops justifications for budgetary recommendations and/or adjustments; participates in forecasting additional funds for staffing and resources; identifies, obtains, and manages funding from grants and community partners; participates in the interpretation, negotiation, management, and enforcement of contracts; establishes, maintains, and manages relationships with third parties/vendors.
Provides expert guidance and technical leadership to other departments, the general public, and/or outside agencies regarding the Maps and Data Services program; serves as a liaison to staff on technical and analytic reporting issues; represents the City to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; acts as a representative on committees, interagency task forces, and special projects; responds to and resolves confidential and sensitive inquiries; investigates complaints and recommends corrective actions as necessary.
Analyzes and reviews federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conducts analysis on best practices and trends, and formulates and implements recommendations.

MINIMUM QUALIFICATIONS
Bachelor's degree in information technology, telecommunications, computer science, engineering, or related field
Three to Six years of progressively related experience in GIS technology and staff supervision
Three to six years of demonstrated management experience including staff development within a diverse workforce and managing budgets.
Criminal Justice Information Services (CJIS) Level 4 certification is required (within 6 months of hire)
Additional education or experience may apply to reach the equivalency of 7-10 years of qualifying education, training, and/or experience.

Preferred Qualifications:
GIS Professional certification
Experience with ESRI software
