SALARY AND BENEFITS
Wellington offers a comprehensive compensation and benefits plan. The successful candidate will receive an annual salary up to $138,000, depending on qualifications and experience, along with phone and data allowance.
Qualifications and Experience
The ideal candidate has a Bachelors Degree in Geography, Geographic Information Systems, Civil Engineering, Computer Science, or a related field supplemented by four (4) or more years of professional management experience and/or training in GIS program operations, programming languages, data structures, relational database design, experience building and deploying geometric network applications, GPS systems, aerial photography, and digital cartography. Geographic Information Systems Professional (GISP) certification is required (or an equivalent combination of education, certification, training, and/or experience). Demonstrated computer expertise with standard software packages and possession of a valid Florida drivers license required. Additionally, the candidate should possess the following:
Complete understanding and wide application of the principles, theories, and concepts in managing GIS.
Advanced understanding of and experience with supervisory GIS work and practical application to problems and situations ordinarily encountered.
Knowledge in the execution of fundamental concepts, best practices, and procedures relative to quality and productivity improvement, training, budgeting, and cost control, and progressive techniques in GIS.
Must demonstrate skills, progression and working knowledge of modern GIS programs i.e. Arc/Info, ArcGIS Enterprise, Arc Catalog, ArcGIS Server, SQL Server 2014/2015, Python, and Microsoft currently supported Windows versions.
Understanding of supervisory approaches for work direction, motivation, and disciplinary action directing a team.
Work Objectives:
Under general supervision and regular coordination with Technology Services, the GIS Manager coordinates and supervises the personnel involved in the design, development, implementation, and maintenance of the Villages Geographic Information System (GIS); overall responsibility for ensuring development and maintenance of the Villages GIS Strategic Plan including all work elements (database, infrastructure, applications, and staff resources). This position is responsible for assuring that the Villages GIS system is accurate, reliable, and comprehensive; for project oversight, monitoring staff progress towards goals and objectives, advising regarding methods and procedures to improve data management and mapping and assisting with preparation of department budget. The GIS Manager is responsible for the development and administration of a comprehensive GIS system that can be utilized by residents, businesses and visitors pursuant to the GIS Strategic Plan. The successful candidate will have the ability to collect, store, update, manipulate, analyze, and display geographically referenced information. The candidate will also possess an advanced understanding and wide application of principles, theories, and concepts in GIS to assist all Village Departments in various GIS initiatives and applications.

Essential Functions of the job:
The list of essential functions is representative of the tasks performed within this position.
Develops and implements the GIS Strategic Plan, goals, and objectives for the GIS operation; evaluates current/future GIS requirements; develops work approaches and projects work output.
Develops and regularly maintains the Villages GIS Policies and Procedures and Standard Operating Procedures. Ensures GIS technology is deployed optimally across all Village Departments / Divisions.
Is thoroughly knowledgeable regarding the capabilities and features of the ESRI ArcGIS product which is used by the Village as its GIS backbone. Familiar with features of any add-on GIS products.
Plans, administers, and coordinates extensively with Technology Services regarding installations, upgrades, and enhancements of GIS hardware, software, security, and procedures; researches and recommends new equipment and software; assesses user needs; evaluates new hardware and software; installs and tests new software and upgrades; corrects programming errors or other deficiencies where appropriate; troubleshoots various hardware/software problems; develops and maintains hardware, software, and systems documentation and procedures.
Monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
Consults with department management to review GIS operations/activities, review /resolve problems, receive advice/direction and provide recommendations.
Establishes and monitors space allocation, data placement, and capacity; develops, maintains, and/or enhances database structures, data collection methodology, and data dictionary; identifies data errors and makes modifications/corrections as appropriate; stores and/or retrieves archived data.
Collects and organizes data from a wide variety of sources; exercises judgment concerning conflicting/inaccurate data; reads and interprets a wide variety of geographic, property, land management, and mapping documentation, such as construction drawings, deeds, ownership records, legal description plats, survey data, and reports; maintains file system of maps and other records; sorts, organizes, and files documents.
Electronically manipulates data files by converting, importing, exporting, creating, recalling, editing, or updating data; performs detailed inspections of data for accuracy and quality during the input/edit processes and for all output formats.
Produces various customized maps and reports for Wellington departments; generates output reports, lists, tables, maps, and other documentation for product deliverables.
Manages GIS division; supervises, monitors, and participates in activities of the GIS division; prepares and implements budget for area of responsibility; monitors expenditures to ensure compliance with approved budget; performs various office and personnel administrative tasks; processes time sheets for payment; reviews and approves/disapproves employee leave requests; monitors inventory of GIS-related equipment and supplies; ensures availability of adequate materials to conduct work activities; initiates orders for new/replacement materials.

Operates a variety of specialized/general equipment associated with work activities, which may include mobile devices, laptops, Ipads, a printer, large format plotter, scanner, multimedia projector, CD recorder, digitizer board, digital camera, GPS equipment, fax machine, copy machine, calculator, telephone, or architectural scale.
Communicates with supervisor, employees, student interns, other departments, Wellington officials, county officials, state/federal agencies, consultants, vendors, taxpayers, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Attends various meetings, serves on committees, and/or makes presentations as needed.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new technologies, equipment, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends user group meetings, conferences, workshops, and training sessions as appropriate.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
