Job Summary:
The Public Works GIS Analyst is responsible to plan, organize, coordinate and participate in the development, implementation and long-term enhancement of Geographic Information Systems (GIS) to assist in meeting end-user service objectives, analysis and modeling of information, and attainment of program goals and initiatives. Continuously research current GIS technologies and make recommendations for improvements. Provide creative application of data and products to support data-driven and informed utility planning decisions which promote and distribute resources. This position will work under the direction of the Asset Program Manager.
Essential Duties & Responsibilities:
Design, integrate, manage, and maintain datasets and features within an SDE environment, versions, shape files, and other GIS sources to maintain efficient, accurate, and effective utility GIS data;
Maintain and perform QA/QC and geometric network functions on the utility GIS data to ensure consistent and accurate data;
Create, reconcile, post, compress GIS versions for Public Works GIS users;
Assist engineers in creating the master models for sewer and water utility data using Innovyze products such as Info SWMM, InfoWater and InfoMaster;
Initiate, develop and maintain data layers to provide information on graphic features;
Prepares plans; produces, maintains and updates a variety of maps, drawings, plans and other graphic representations displaying layers and attribute data from databases, using cartographic techniques to represent spatial data;
Performs ad hoc detailed spatial analysis;
Research, review, analyze and COGO legal documents such as property descriptions, easements, and right of ways in the Public Works GIS database;
Analyze information from a variety of sources to develop standards and domains for Public Works GIS data;
Troubleshoot problems with the GIS tools and data, and provide GIS technical support to Public Works;
Work with collection, inspection and distribution crews to compare field and office mapping to resolve conflicts and inconsistencies;
Utilize hand-held GPS equipment and software to collect or verify the accuracy of GIS data;
Analyze spatial data to verify accuracy using ESRI ArcGIS tools, extensions and products;
Provide training, end-user reference guides to assist Public Works users with the use and capabilities of GIS;
Lead, create and modify the development of Department GIS policies and standard operating procedures regarding best GIS practices and procedures within the Public Works Department;
Communicate with City officials, staff, business community representatives, vendors, contractors, and consultants on GIS related activities or projects;
Collaborate with the Information Technology Department to integrate and maintain GIS software tools;
Make GPS device and software purchases recommendations, including assessing user needs and providing justification;
Perform all work duties and activities in accordance with City policies, procedures and safety practices;
Perform other duties as assigned.
Job Specifications:
Requires Bachelor degree in Geography, Planning, Engineering, Computer Science, Computer Information Systems, or related field;
Minimum of three (3) years of experience working with Geographic Information Systems;
Prefer two (2) years of experience in water and/or wastewater or other utility sector;
Prefer knowledge in asset management, to include asset life-cycle.
Knowledge, Skills & Abilities:
Advanced proficiency with ESRI GIS mapping software and ESRI extensions, ArcGIS Desktop, ArcReader, Trimble products, utility mapping software and CAD;
Proficiency with Microsoft suite of programs including Microsoft Project and Visio;
Advanced knowledge of ESRI versioning workflows;
Advanced knowledge of domain creation with a geodatabase;
Advanced knowledge of metadata creation and editing;
Knowledge of SDE environment;
Knowledge of Portal for ArcGIS, ArcGIS for Server, and Arc GIS Enterprise;
Knowledge of SQL and basic queries;
Knowledge of best practices and internal controls for data management;
Knowledge of principles and techniques of system analysis, design, and implementation of GIS systems;
Basic knowledge of civil engineering, land surveying, modeling, geography and cartography and the terminology associated with each function;
Ability to document and keep records of technical information;
Knowledge of basic relational database fundamentals;
Ability to complete assignments and meet deadlines;
Must be able to maintain confidentiality and security of data;
Ability to interpret maps, charts legal descriptions, and engineering drawings;
Ability to explain technical concepts and procedures to non-technical users;
Ability to establish and maintain effective working relationships;
Strong verbal and written communication skills;
Willingness to foster a team environment and be open to input from others;
Must have strong customer service skills.
Licensing and Certification:
Must hold a valid State of Idaho drivers license.
Work Environment and Physical Demands:
Work is performed primarily in an office environment with moderate noise levels. But while performing certain duties, the employee may work near moving mechanical parts in both inside and outside weather conditions;
There is potential for exposure to biological hazards while performing the duties of this position;
Requires sitting at a desk for up to eight (8) hours;
Requires clarity of speech and hearing which permits the employee to communicate effectively;
Requires clear vision to read printed materials and computer screens to accomplish work;
Requires repetitive movement of the wrists, hand and/or fingers;
Requires driving a motor vehicle.
Travel Requirements
Local travel is frequently required;
Some regional travel may be required.
